On October 4th, in São Paulo, Steve Solot, president of the Latin American Training Center-LATC, will participate in the panel “Myths and truths about incentives for audiovisual productions” and will mediate the meeting of film commissions. Both activities are part of the official Expocine23 program.

Panel 4:00 pm – 4:45 pm – Panel: Myths and truths about incentives for audiovisual productions

In recent years there has been a global deluge of audiovisual production, driven by high demand from streaming platforms. Production incentives are seen by policymakers as critical components of a consolidated audiovisual industry and an important factor in decisions about where to locate international productions. Today, according to London-based international consultancy Olsberg SPI, more than 111 incentive systems such as cash rebate and tax credit are in operation in countries, states and cities around the world, aiming to attract productions.

This panel will be led by José Maurício Fittipaldi, from CQS/FV Advogados, and Steve Solot, LATC President and Olsberg•SPI Associate for Latam, who will explain the nature, functions, and advantages of production incentives, and why a “call-for-projects” does not necessarily constitute an incentive to attract international producers. They will also offer pre-recorded videos from the following representatives of international oeganizations, made exclusively for Expocine23:

– Joe Stirling Lee, Olsberg•SPI (London), discussing incentives around the world, according to the SPI Global Incentives Index, which offers up-to-date details of 111 incentive systems in different parts of the world.

– Marianna Vargas, general director and film commissioner of the Dominican Republic, who will address the success of the federal incentive in the format of Transferable Tax Credit, which is causing a boom in international production in the country.

– Julie Anglin, Vice president of policy for Latin America at the Motion Picture Association (Washington, DC), who will address the policy of MPA member companies regarding production incentives.

– Marcelo Ortega, president of the FilmAndes Audiovisual Cluster of Mendoza, Argentina, who will address the success of the incentive policies that transformed the province of Mendoza into the most important audiovisual “hub” in the country, and the cash rebate that attracted 12 feature films.

17:00 – 18:00 – Film commission meeting

Taking advantage of the presence of film commissioners and representative from around Brazil, Expocine has organized a gathering to discuss mechanisms to attract productions such as: mapping potential resources in each region, with a view to encouraging decentralization; presence at markets; support for attracting producers; publicity campaigns to promote the country and cities as an attractive destination for audiovisual productions; association with international networks. This meeting will close the afternoon of meetings of audiovisual professionals and will be mediated by Steve Solot.
